Cedar Says: The following may be too pedantic for some in this profound age of sound bites and text messages. Please you won't hurt my feelings by scrolling on. But for those who aren't incumbered with the attention span of Dipterid Nematocera (Gnats) this requires a long post to give you an understanding of the how and why CMPD efforts often go unrecognized.
Saturday afternoon CMPD's Public Information Office decided to post the following "Yay Us" statement on "X".
Dai'Quan Mills and Devire Lavelle Davis
On Nov. 7, at approximately 9:33 p.m., Steele Creek Division and Southwest Service Area Crime Reduction Unit (CRU) officers responded to the 400 block of Tyvola Road in reference to a suspicious person call for service.
The reporting person stated they observed two males dressed in all black, wearing black ski masks who appeared to have handguns walking eastbound on Tyvola Road towards the McDonalds. Officers detained the two subjects and completed a weapons frisk, locating a Glock 17 handgun on each subject.
One subject refused to provide identification to officers. Upon further investigation, officers matched the subject’s electronic monitoring device to known offender Dai'Quan Mills, 18, who had been arrested less than three weeks earlier for possession of a stolen firearm.
Devire Lavelle Davis, 19, and Dai'Quan Mills were arrested and charged with:
· Carrying A Concealed Gun
· Resist, Delay, Obstruct
This case highlights not only outstanding police work, but also the critical role of the See Something, Say Something principle.
Thanks to a community member’s report of a suspicious individual, officers were able to intervene and potentially prevent criminal activity by known repeat offenders.
Now that is great police work!
But why isn't CMPD telling the entire story?
This is a really weak "yay for us".
Yes CMPD Officers stopped a potential robbery or worse. But.....
What they aren't telling you is that Dai'quan Mills was arrested on October 22, 2025 for:
POSSESS STOLEN FIREARM
He was released 14 hours and 22 minutes later on an unsecured bond.
Then he was arrested again (the above arrest) on November 7, 2025 for:
CARRYING CONCEALED WEAPON
RESISTING PUBLIC OFFICER
Unbelievably Mills was again released this time 2 hours and 21 minutes after being processed and on another unsecured bond despite violating the terms of his release from the October 22 arrest!
But guess what? The story doesn't end there.
Dai'quan Mills was arrested again on November 13, after the "yay for us" arrest as noted by CMPD above and charged with 16 counts of discharging a weapon into occupied property conspiracy and more. While in custody Mills was then connected to a second shooting. He is now being held on a bond of $5,300,000.00.

But there's more
His brother Dav'ion Mills is also wanted in connection with the shootings and has yet to be arrested because he was also released on an unsecured bond on November 11 after being arrested on drug charges!

Only by God's Grace was the loss of life during these crimes avoided and CMPD is still connecting the dots to other possible crimes.
Magistrate Judges need to removed and the entire system scraped.
Releasing criminals arrested on weapons charges with an unsecured bond is nonsensical.
Releasing criminals with pending charges and violating the conditions of their prior release on unsecured bond is insane.
Doing so puts the public at risk and requires VCAT to track down and arrest the offenders. This puts Officers at risk as well as the public.
Dav'ion Mills is still "on the loose" and should be considered armed and extremely dangerous.Devire Lavelle Davis was also released on an unsecured bond and has not been charged with any additional crimes at this time.
CMPD Arrest Affidavit
On 10/20/2025 at approximately 1113 hours, Officers with CMPD responded to shooting into occupied property CFS. Officers confirmed the residence at 4043 Redwood Ave. had been shot into multiple times
Officers met with (Jessica Russell) at the residence, who advised her mother's house was shot up this morning Russell stated she was called by her son (Malachi Perkins 09/26/2010) at approximately 0320 hours frantic Russell states she left her job at the airport and drove to pick up her kids because they heard a bunch of gunshots. Russell advised her mother was already gone to work at this time. Russell did not have an explanation for why the delay in reporting the shooting
It is believed as of now, that both Malachi Perkins and his brother (Jeremiah Benton 08/28/2001) were inside the residence when it was struck by gunfire.
No other 911 calls for service came in this morning for shots fired
Russell stated she believed this was over an ongoing issue her son has with several other boys from last year Russell advised it stems from fight Malachi had with (Cameron Hamilton) and the murder of Avion Dingle Russell states the only person Malachi told her about recent issues was with boy on Instagram with the handle (QSOS_doginndaroad).
Russell informed she planned to go through her sons phone today to see what kind of messages he has had with other people Malachi was not on scene and currently goes to East Meck High school.
Malachi does not have much of criminal history and was involved in fight with Cameron Hamilton (20250306-1302-00).
That case was placed into juvenile diversion status. Malachi does not have any other history or KBCOPS reports documented.
Crime scene responded to assist in processing the scene.
Approximately (34) 9mm DCC's were collected from the roadway and grassy area. live cartridges and one projectile were also recovered. (2) unoccupied vehicles were struck by gunfire, and the residence was struck approximately 12 times.
No injuries were reported.
Vehicles struck: 1) Chevy Cruze (KMW 7524) driveway of 4043 Redwood Ave. 2) Silver Camry (TFE 4256) driveway of 4029 Redwood Ave.
A possible witness at 4050 Redwood Ave. stated they heard the shots and saw two individuals jumping into light-colored Malibu older model speeding off. That witness was not on scene but contacted his dad who was on scene. The witness indicated the Malibu was parked near light post two houses down from the incident location.
The residence at 4033 Redwood Ave. does have camera that faces where the suspect vehicle possibly parked We spoke with the homeowner who advised the video is hardwired and he lost power this morning and was unable to record. No other possible witnesses or video were located at this time to assist in the investigation.

received two different emails for unconfirmed IBIS/NIBIN leads related to the DCC's in this case. began to review the findings made on the first report noted (20251020-0755-03). This case had been assigned to Det. Johnston with Hickory Grove Division. spoke to him regarding the findings in his case
The victim in this case had tracked his stolen vehicle with an Apple air tag to 1525 W. Arrowood Rd. where he located his vehicle parked and abandoned.
The vehicle was 2021 Kia Forte NC registration (VFT 9946). The
vehicle is also white in color. Crime scene did process this vehicle at the time of the recovery and technician(Zay #3420) has uploaded his notes.
The vehicle had been stolen on 10/20 at approximately 0207 hours from the PVA of 7249 Point Lake Dr. The complex does not have cameras, but the victim was able to send video of the vehicle being driven away.
Through that investigation they were able to track the vehicle on several cameras documented on that report. There were also several credit card transactions.
Det. Johnston was able to identify one of the male suspects as (Davion Mills 01/14/2009) and has already charged him with Larceny of Motor Vehicle and Felony Conspiracy.
Det. Johnston was unable to identify either of the other two suspects who never removed their face coverings.
Video had been uploaded to AXON on that case file when the suspects utilized several stolen credit cards from the vehicle. The video showed there was suspects in the stolen vehicle at the time of the cards being used. The time stamp for the video appeared to be shortly after the reporting SIOD on Redwood. reviewed the BWC from the recovering officer in the stolen motor vehicle case. Officer Kahn had met with the victim (Cristian Mora) at 1525 W. Arrowood Rd during the recovery.
The vehicle was parked in parking spot near power box on the west side of the property.
went to the location which is the (Woodford Spring Suites Hotel). While driving around the property noted several exterior cameras facing the PVA. noted one that was pointed directly at the parking area in which the suspects left the vehicle. spoke with the hotel staff who gave permission to look through the video footage.
Unfortunately, their system only retains video for 48-72 hours before it begins to delete. There was no footage of the incident that occurred days prior
The second NIBIN lead was in reference to gun that was seized during JADE operation at the residence of 4100 Strangford Ave. The NIBIN was in relation to 9mm Luger Glock that was seized and 9mm DCC's to the
SIOD at 4043 Redwood Ave
On 10/22/2025 Officers with JADE executed search warrant at the residence of 4100 Strangford Ave.
The complaint numbers associated to those findings is (20251022-1253-01). JADE had assisted with an investigation(20250922-0729-00) where firearm was stolen during an LFA. The suspects identified in that investigation were Dai'quan Mills (07/05/2007), Dai'vion Mills (01/14/2009), and Raekwon Redden (08/24/2009)

-Black Beretta PX4 Storm 9mm handgun serial number PK41301 (located in vent of bedroom 2)
Inside the bag was black Glock 17 Gen 9mm handgun serial number SCY895 w/ Solofish SL-1108 light that was reported stolen reference CMPD case 20250922-0508-00. (Dai'quan Mills observed throwing this bag). *** This gun returned NIBIN led to DCC's from the SIOD scene

The gun was Black Taurus G2C 9mm Serial #ACJ233628
completed Forensic Analysis to do comparison between the Black Taurus 9mm and the DCC's from the scene on 4043 Redwood that led to that NIBIN lead Officers with JADE also completed consent phone dump for Tommie Brown and the results of that extraction have been uploaded. Currently several Detectives are looking through the data for additional evidence

received an additional NIBIN lead for this case. It was in relation to firearm seized (20251107-2125-03) from the person of (Dai'quan Mills 07/05/2007) The initial lead indicated the gun matches DCC collected from the stolen vehicle (20251020-0755-03) and DCC's from the SIOD on Redwood. This is also. the second gun now (Dai'quan Mills) has been in possession of that matches DCC's from this incident
Forensic Analysis request comparisons have been completed for all three firearms at this point
It is reasonable with all the evidence, Dai'vion Mills being identified in the stolen vehicle shortly after the SIOD
firearms coming from the residence of both Dai'vion and Dai'quan Mills (2 days later), and an additional collected from the person of Dai'quan:: that they're two of the three suspects responsible for the shooting at 4043 Redwood Ave.

Investigation Notes *** While reviewing the diagram made by Crime Scene Pollock, it appears you have three different shooters based
upon the amount of DCC's and location of them. Shell casings were in the grassy area across the road in the yard possibly from where the driver exited. And the others were clumped together from the passenger side of the vehicle. While reviewing the video footage from the gas station collected by Det. Johnston, the suspects also get back into the vehicle on the passenger side.
Crime Scene Technician Pollock's report indicated the house was struck approximately 15 times by gunfire.
Charging Info: Warrants will be sought for both Dai'quan and Dai'vion Mills for Discharging Weapon into an Occupied Dwelling x15, Felony Conspiracy and Damage to Property.
