DeletePeople must recognize that incompetence has existed so long that the people making decisions now were bad when they were being selected by other incompetent leadership. It started with putting desks inside the station, and allowing people to exist without closing cases for over a year. Then the community policing and training staff got larger without a need. Then the supervisor staff got larger without a need.
