Federico's 23rd birthday Why It Matters

This week was Logan Federico's 23rd birthday. It was the first one her family will not get to share with her because our "justice" system is broken.

We can't let another year go by living in a world were criminals enjoy a revolving door to continue spreading fear and heartbreak. End the liberal strangle hold on our courts. Restore justice for the victims and stop pandering to the criminals!

Career criminals should not walk amongst us.

Incarceration saves lives!

Father of slain 22-year-old wants federal prosecutors to handle daughter’s murder case

Before his May arrest, the accused killer had been charged with at least 48 crimes across 14 occasions, according to his criminal record

By:-October 2, 202512:13 pm

The father of 22-year-old Logan Federico — who was murdered in a downtown Columbia neighborhood while visiting with friends at the University of South Carolina — wants to see his daughter’s case handled by federal prosecutors after he said it was failures of the state court system that contributed to his daughter’s killing.

Steve Federico, of Waxhaw, N.C., said if it hadn’t been for record keeping mistakes and plea deals that led to lighter sentencing, the man accused of murdering his daughter likely would have still been in prison. He certainly should have been, he said.

And Federico wants prosecutors to pursue the death penalty, the only punishment he thinks fits the charges against the accused killer, Alexander Dickey.

“He executed Logan,” he told the SC Daily Gazette on Wednesday. “I want him dead.”

Steve Federico said it’s what his daughter would have wanted, too.

“Logan believed in accountability,” he said. “She forgave, she forgot, but she believed people should be held accountable.”

“She wants justifiable vengeance; she deserves it,” Federico added.

On Thursday, the chief prosecutor for Richland County, Democrat Bryon Gipson, released a letter that says he hasn’t yet decided “whether or not to seek the ultimate punishment.” It criticized Attorney General Alan Wilson for suggesting he’d take over if the solicitor doesn’t decide soon.

In response, Wilson announced assigning a senior attorney in his office’s death penalty division to aid Gipson’s review.

A history of crime

Dickey, age 30, is accused of fatally shooting Logan Federico during the early morning hours of May 3 after breaking into the house where she was staying.

According to police, Dickey killed the young woman amid a multi-day crime spree that began with him stealing a car in Richland County and ended with his arrest after he broke into a Lexington County home and set it on fire.

Dickey remains in jail without bond after his indictment June 25 on 12 charges, including murder, burglary and possession of a weapon during a violent crime, according to Richland County court records.

He also is facing 23 charges in Lexington County, including arson, burglary, larceny and banking crimes, according to court records.

It’s unclear whether he intends to plead guilty or not guilty. His public defender, Fielding Pringle, declined to comment to the Gazette.

But it was Dickey’s history of past arrests and convictions that has Steve Federico questioning why Dickey was out of prison in the first place.

Since he turned 18, police have charged him with at least 48 crimes across 14 occasions, according to a criminal record report from the State Law Enforcement Division. Those are all before his charges from May.

That arrest history included 31 felony crimes — mostly breaking into vehicles, but also some theft and burglary. Ten of them were traffic crimes. He was convicted on eight of those felony charges and pled two more down to misdemeanors.

He served three terms in prison: November 2014 to May 2017, April to August 2018, and December 2019 to February 2021, state Department of Corrections spokeswoman Chrysti Shain confirmed.

At age 19, a grand larceny conviction, combined with a conviction for third-degree burglary, landed him a five-year prison sentence, of which he appears to have served half.

A drug charge led to his short stay in 2018. He was 23 years old.

And at age 24, a strong-arm robbery conviction resulted in a four-year sentence, of which he served a little more than one year.

For breaking into a vehicle in 2013 and another 2014 burglary charge, judges assigned him probation.

By reoffending, Dickey broke the terms of his probation on multiple crimes, and a judge could have required him to serve another six years or more of prison time as a result. But that didn’t happen.

Missed information

Then, in 2023, police arrested him for burglary again.

After the prosecutors and Dickey reached a plea deal, a judge had the option of sentencing Dickey to as much as five years in prison. The judge also could have rejected the deal, keeping to the original second-degree burglary charge that comes with penalties up to 10 years.

Instead, the judge ruled the 411 days Dickey spent in jail waiting for his case to proceed was enough time served. He was let out on probation.

The issue, Lexington County’s chief prosecutor told NBC affiliate WIS-TV, was the earlier burglary charges didn’t show up in his criminal history record maintained by SLED, and the plea deal had treated the burglary as a first time for that offense, despite Dickey’s earlier convictions.

Had they known, 11th Circuit Solicitor Rick Hubbard told WIS, his office wouldn’t have struck the deal.

SLED’s explanation was that it never received fingerprints from the 2014 burglary arrest. A receipt of fingerprints is what prompts the agency to add charges to someone’s record, according to spokeswoman Renee Wunderlich.

The state police agency did not respond to the Gazette’s questions on any policy changes since for updating criminal records to prevent similar issues in the future.

‘You pissed off the wrong daddy’

In Steve Federico’s mind, everyone involved played a role. He blames the judge and solicitor for not researching Dickey’s past before approving a plea deal that let him back out into the community.

“Soft on crime is a problem,” he said. “This happened because of that.”

The story garnered national attention this week following his recounting of the crime during a Sept. 29 satellite hearing of the U.S. House Judiciary Committee on Oversight in Charlotte on victims of violent crime.

She was “begging for her life, begging for her hero, her father, me, that couldn’t be there. She was 5 foot 3. She weighed 115 pounds. Bang! Dead. Gone. Why?” Federico said, getting everyone’s attention.

“I could sit down and explain the whole process of how it failed, how South Carolina failed Logan, the lack of communication,” he said. “What y’all did? You woke up a beast. And you pissed off the wrong daddy. And I’m going to put it out there, and I’m not going to be quiet.”

He asked the members of Congress to imagine their own children, asleep after coming home from a night out with friends, when a stranger enters and violently ends their life.

“I promise you, you will be sick and tired of my face and my voice until this gets fixed,” he said. “I will fight until my last breath for my daughter. You need to fight for the rest of our children, the rest of the innocents, and stop protecting the people that keep taking them from us.”

Politicians respond

Video of Federico’s comments, which racked up millions of views on social media, prompted responses from South Carolina politicians, including four Republicans running for governor.

In an email, Wilson issued a statement Wednesday saying he had spoken with the law enforcement agencies and was assured all were working on a plan to prosecute Dickey.

Weighing in on social media, Lt. Gov. Pamela Evettecalled it a “clear illustration of our failed justice system” and U.S. Rep. Nancy Mace specifically attacked Wilson, accusing him of doing “nothing” to prosecute the case.

U.S. Rep. Ralph Norman called for the impeachment of Gipson, the 5th Circuit solicitor, whom Federico accused of failing to communicate with him after his daughter’s murder.

“As the father of three daughters, my heart goes out to the father failed by a weak system that lets criminals go free,” the Rock Hill Republican said in an email sent out by his campaign and posted on social media.

Gipson issued a statement denying Federico’s accusations. In it, he said both he and his team met with the Federico family and their lawyer to discuss the status of the case within days of Dickey’s arrest. Since then, they’ve been in contact via text and phone calls, including a call as recently as Sept. 11, he said.

Solicitor vs. AG

When asked by the Gazette on Wednesday whether he would seek the death penalty, Gipson’s office declined to comment.

Then on Thursday, he sent out an email criticizing Wilson for his “hints” of taking over the case. Gipson released copies of Wilson’s letter, dated Tuesday, that asks the solicitor to “strongly consider” seeking the death penalty and reply with his intention by Oct. 10.

Gipson contends making “such a determination a mere four months into the case … would set a dangerous precedent.” There must first be a thorough analysis of all the evidence, he wrote in a responding letter also released in Thursday’s email.

So, Wilson sent him some help with that review. He assigned Melody Brown, chief of his office’s death penalty unit, to assist Gipson’s prosecution team. Her extensive experience includes working on the death penalty cases that ultimately ended in the state’s six executions since September 2024, Wilson noted in his own publicly released letter.

Other candidates weighing in include people wanting to replace Wilson as attorney general.

First Circuit Solicitor David Pascoe, who switched parties earlier this year ahead of announcing his bid, said he met with Steve Federico. The “system failed Logan and the Federico family,” he wrote on social media.

What’s next?

Because Dickey used credit cards he stole from Federico, who lived in North Carolina, and others, as well as stealing a car and a gun, the Federicos think there could be enough to get the case moved to federal court, according to Columbia attorney and former state Sen. Dick Harpootlian, who is representing the family.

The U.S. Attorney’s office has more manpower, including a special unit dedicated to death penalty cases, Harpootlian said. Federal prosecutors also don’t face the same backlog of cases Richland County does.

“Not to denigrate the local folks, they just don’t have the same resources,” said Harpootlian, who had Gipson’s job as 5th Circuit solicitor from 1991 to 1995 before two stints as the state Democratic Party chairman. “But ultimately, it’s up to the Trump Justice Department.”

Harpootlian said the family has not approached the state attorney general’s office about taking the case.

Steve Federico said his focus for now is getting justice for his daughter.

But he also wants to pursue legislation governing how the court system handles repeat offenders. And he wants to set up a scholarship fund in his daughter’s name.

Logan Federico had recently decided she wanted to study to be an elementary school teacher, her father said. Two weeks later, she was killed.

“She would have made a difference,” her father said. “That’s what this world needed, and it’s gone.”

“Logan’s death can’t go unnoticed and in vain,” he added. “There’s got to be something positive that comes out of this.”

CMPD Arrests One for Pre-Christmas West Charlotte Double Homicide

CMPD Officers have arrested Aristides Eli Orellana-Ramirez age 22 for the December 20, 2025 murder of Baravilo Galeano Ayala age 16.

He has not been charged with the death of Samir Canales Molina which happened at the same time on Farmhurst Lane just before Christmas.

Both Ayala and Molina were driver and front seat passenger in the car that  Ramirez was riding in the back seat.

Ramirez is apparently not a US citizen. Yet there is not currently an ICE Detainer.

CMPD has not yet confirmed the arrest.

However as the following arrest affidavit shows there were at least three weapons in the vehicle and no explanation for the shooting is given or who shot the second victim Molina.

According to CMPD Investigators:

On Saturday, December 20, 2025, at approximately 0335 hours, CMPD officers responded to Novant Health Presbyterian Main's (Novant) Emergency Room in reference to white Infiniti sedan arriving with victim suffering from gunshot wound.

The victim, Braulio Galeano Ayala (Ayala) (H/M, 02/13/2009), was pronounced deceased by Dr. Merrill at 0407 hours.

At 0342 hours, CMPD Officers responded to 100 Woodlawn Road in reference to the 911 caller reporting victim with gunshot wound in white BMW sedan. MEDIC responded and transported the victim, Samir Canales Molina (Molina) (H/M, 08/17/2007), to Atrium Health Main (Atrium) where he was pronounced deceased.

It was later determined that the two victims originated from the same incident, which occurred at 839 Farmhurst Drive.

Detectives are conducting Murder investigation in violation of N.C.G.S. 14-17 under CMPD Report 20251220-0335-01.

Detectives spoke with multiple witnesses who identified themselves to law enforcement. The witnesses advised that they were inside of the white Infiniti and that victim Ayala was driving the vehicle. They identified Molina as being passenger in the vehicle as well.

The witnesses identified the seating positions of all occupants inside of the vehicle. The witnesses identified Aristedes Eli Orellana Ramirez (Ramirez) (H/M, 08/05/2003), and stated that he was sitting in the back left passenger seat, directly behind the driver's seat.

The witnesses advised that several of the occupants of the Infiniti were armed with firearms. They advised that Ayala drove the white Infiniti with the four other occupants to 839 Farmhurst Drive to attend a party. The witnesses from the Infiniti advised that when they arrived in the parking lot of Farmhurst Drive, they heard gunfire, and began shooting into the parking lot.

The witnesses advised that Ayala was struck in the head, so they placed him into the white Infiniti and drove him to Novant.

Detectives collected video footage from nearby apartment. The video shows the white Infiniti come into

view, the occupants exit the vehicle, and begin shooting. Ayala is seen shooting from the open driver door, and another subject is seen shooting directly behind him from the open, back left passenger door. On the video, there is muzzle flash visible coming from directly behind the driver's door, and Ayala immediately drops to the ground. No other muzzle flash was seen on video coming from anywhere other than the occupants of the white Infiniti.

Detectives consulted with the Medical Examiner's Office. They advised that Ayala was shot in the back of the head.

Detectives also spoke with additional witnesses who were on scene and have identified themselves to law enforcement. They advised that the only gunfire in the parking lot was coming from the occupants of the white Infiniti.

One of the witnesses also advised the seating positions of the occupants of the vehicle, placing Ramirez in the back left passenger seat, which was consistent with what the witnesses inside of the vehicle advised.

Crime Scene Search (CSS) collected multiple discharged cartridge cases (DCC's), 9MM, .40 Caliber, and .223,  from the PVA of 839 Farmhurst Drive and from the white Infiniti. CSS also collected Palmetto AR-15 from the scene, and Glock 19 and Canik Mete MC9 from the white Infiniti.

Detectives spoke with Ramirez after the shooting. He advised that he had been drinking and did not remember much of what happened. Ramirez denied shooting firearm, and stated that he stayed inside of the vehicle during the shooting. Ramirez advised that he did pick up firearm from near Ayala after he got shot and placed it into the white Infiniti.

On December 21, 2025, CMPD officers responded to 831 Farmhurst Drive, Apartment in reference to Discharging weapon into occupied property. The victim, Krissten Timmons (Timmons) (B/F, 10/10/1982), advised that she was asleep in her living room on December 20. She advised that around 0330 hours she was awoken by gunfire outside. She advised that she has an young child, who was not home during the shooting. Timmons advised that when her daughter returned that morning, she went to lay her in her bedroom. When she got there, she noticed paint and drywall on her daughters bed.

Timmons advised that she observed hole in the wall. CSS collected projectile from the bedroom.

Based on the facts obtained during the investigation, there is probable cause that Murder and Discharging certain barreled weapons or firearm into occupied property occurred and Aristedes Eli Orellana Ramirez (Ramirez) (H/M, 08/05/2003), committed these offenses.

Cedar's Take:

100s of illegal Hispanic teens and pre-teens now reside in Charlotte most are nothing more than thugs with guns with zero future in a normal society. Bleeding heart liberals have turned Charlotte into a bug light for illegals with free stuff (housing, medical care, groceries and education) and zero accountability for unlawful behavior.

Charlotte's understaffed police department can't even connect the dots in this case for nearly 3 weeks even then because the PIO is apparently a part time position the public remains uniformed except when sources like CP get a heads up from within the department.

September 2, 2025  59 MPH IN A 35 MPH ZONE

October 24, 2025 52 MPH IN A 35 MPH ZONE

CMPD Charging Affidavit:

On December 27,. 2025 approximately 7:46 pm officers from the Charlotte-Mecklenburg Police Department's (CMPD) South Division, Charlotte Fire Department and Mecklenburg Emergency Medical Service Agency (Medic) responded to the intersection of Ardrey Kell Road and Red Rust Lane reference to vehicle collision with injuries involving dark colored BMW coupe and silver Honda SUV.

The speed limit on Ardrey Kell Road is 45 mph. This portion of Ardrey Kell Road allows vehicles to travel southwest and northeast. The weather was clear, the roadways were dry, and it was dark out with streetlights illuminating the street during the incident.

Upon first responders' arrival silver 2011 Honda CRV SUV was located off the roadway to the right between the curb and the sidewalk, the Honda was against light pole. The Honda had extensive damage to the passenger side of the vehicle and was facing south.

A dark colored 2013 BWM coupe with heavy front-end damage was located on the right side of the roadway with the front of the vehicle on the curb and facing north in the southeast travel lane.

The driver of the Honda (L. Manley) was located unresponsive in the driver's seat. The rear passenger (G. Manley) was located unresponsive in the right rear passenger seat.

Ms. Mona Matsul (12 years old )was out of the vehicle when first responders arrived and being tended to by bystanders. Ms. Matsul was believed to be in the front passenger seat of the vehicle. Ms. Manley and Ms. G. Manley were pronounced deceased on scene by Medic. Ms. Matsul was transported to Atrium Main with life threatening injuries.

The driver of the BMW, Mr. Scott was located and transported to Novant Health Presbyterian Main (Novant) with serious injuries.

Witnesses who observed the BMW traveling at high rate of on Ardrey Kell Road advised that the estimated speed was 100 plus miles per hour. The damages to the vehicles involved in the crash are consistent and indictive of high speed crash.

The speed limit on Ardrey Kell Road is 45 mph. Ms. G. Manley was pinned and unresponsive in the back seat of the vehicle. Ms. L. Manley was unresponsive and trapped in the driver area of the vehicle. Both were wearing their seatbelts.

Ms. Matsul was trapped in the front passenger area of the vehicle and was removed with the assistance of bystanders. It is unknown if Ms. Matsul was wearing seatbelt.

Ms. Matsul's injuries were crushed pelvis with internal bleeding.

Mr. Scott was not trapped but did sustain injuries. Detectives were advised that Mr. Scotts injuries consisted of broken arm and fractures in his back.

Speed does appear to be contributing circumstance in this incident.

The injured juvenile named "Mana" was returning from a shopping trip with her mother and grandmother, Lorin and Gloria at the time.

According to friends Mana survived the accident, but she remains in the ICU, facing substantial injuries that required extensive surgery.

She is being cared for by her older sister Maddie who was not with her family at the time of the accident.

A go fund me effort has been started by family friend Audrey Kieffer which can be found here and has currently raised over $40,000.00.

From the Go Fund Me site: The road ahead is long - once she is released from the hospital, Mana will need ongoing rehabilitation therapy, and the medical bills are already mounting. Maddie is now left to support her sister Mana through this unimaginable loss and the challenges of recovery, all while grieving the loss of their mom and grandma.

Cedar's Take:

Charlotte's roads are deadly. The mayor and Charlotte City Council created Vision Zero to help reduce traffic fatalities. The "committee" has suffered from lack of direction, leadership and guidance. Most of the originally appointed members have either resigned or simply don't attend meetings when the actually occur.

CMPD is short staffed and lack the resources to effectively enforce traffic laws. Charlotte roads are a stunning real life version of Fast and Furious and GTA 5.

Accident reports are no longer public information so the cause of this accident remains unknown. Given the "extensive" right side damage to the Honda and front end damage to the BMW it would be reasonable to assume that the Honda turned in front of the speeding BMW.

Mecklenburg DA's office offered no comment regarding any possible charges. CMPD's report has not been made public.

Murder By Numbers

To work Homicide in Charloot must be an odd thing and being the CMPD PIO must been a pressure cooker of a job.

Spin is everything. So how do they keep the murder rate down?

Take the murder of Glenntavis McCorey (44) and D'andre Weaver (29) on November 30th.

Glenntavis McCorey

D'andre Weaver

The Atando Avenue crime scene with the body of Weaver and crime scene tape flutters in the early dawn half light, simple the vic is dead thanks to multiple gunshots. That's one more body. One more homicide that means Charloot is closing in on 100.

A few blocks away, a car crash with Glenntavis McCorey (44) who is also shot.

Damn that's 2!

3 press releases and then crickets.

1 the shooting announcement.

Then a press release 2 to ID Weaver later that same day.

Then 24 hours later a press release 3 to ID McCorey.

Because it's murder by numbers, one, two, three

It's as easy to learn as your ABC

But today the murder of D'andre Weaver is listed as "Exceptionally Cleared" and the murder of Glenntavis McCorey, 44 is erased from the CMPD homicide crime data.

One less homicide, more more case cleared. A double win.

McCorey shot Weaver, and Weaver fired back. Two bodies but only one homicide. Simple.

But why nothing from CMPD?

Two lives lost on a street that is no stranger to homicides.

Four killings have been investigated by CMPD in the 100 and 200 block of Atando Avenue since 2023.

At 2:45 a.m. on April 29, 2023, a man was found “with traumatic injuries” and he died at a hospital, CMPD reported in a news release. A suspect was arrested on May 1 of 202 and charged with first degree murder and possession of a firearm by a convicted felon.

Jan Keneth Meza Figueroa (18) was fatally shot and a second man injured in the same area in September of this year.

And now two more so CMPD Math works like this 1 plus 1 plus 2 equals 3.

Crime is down!

By and Large Charloot is a safe city because it's murder by numbers.

Mint Hill Officer Involved Shooting

According to News Media reports - A man was killed, and two officers were hurt in a shooting at a busy Mint Hill shopping center on Friday morning.

On December 26, 2025, at approximately 10:47 a.m., Mint Hill Police officers responded to Edible Arrangements, located at 6832 Matthews-Mint Hill Road, regarding a child custody exchange.

During the interaction, the male subject produced a firearm. An exchange of gunfire occurred, and two Mint Hill Police officers were struck.

Both officers where transported and are currently in stabled condition.

The unnamed male subject was shot and was determined deceased at the scene.

Unconfirmed Sources tell CP that the "prearranged" custody transfer was supposed to happen at 9 AM and a call for service was placed by either the former spouse or passerby. As is normal procedure two officers were dispatched to what was described as a domestic argument over custody.

Shortly after arriving on scene the suspect engaged officers with a firearm without warning. Both officers were stuck and one was able to return fire and call for aid.

Cedar Notes: The above is from sources believed to be reliable but not confirmed by MHPD or NC SBI. Will be updated as the story evolves. Grateful that both officers are in stable condition and may be released as soon as today Saturday December 27th. The name of the deceased has not been released.

More: Some reports have the Officers entering the Edible Arrangements store then quickly exiting the storefront helping each other one obviously wounded. Based on nothing more than random sources the Officer encounters the suspect inside the store upon seeing the Officers he began firing at both Officers who returned fire. It is not clear if dispatch was aware of a weapon or not.

The victim also had posterior lower rib fractures (ribs 7-9) on the left side, and two posterior lower rib fractures (ribs 9-10) on the right side. These fractures were newer, but in various states of healing.

Four other children live in the residence, and were in the residence at the time of the victim's death.

Forensic investigators interviewed the juvenile occupants of the residence who were able to speak. The juveniles described Dominique Moody as being forced to live in small enclosure inside the residence by Tonya McKnight, often being bound with black tape, and being struck with white belt. They further advised that when Dominique was found not breathing, she was placed in front of the kitchen stove to warm her up and bring her back to life. She advised that the dog crate was destroyed with hammer and thrown in the garbage can.

On 12/19/2025, search warrant was served at 7608 Gwynne Hill Road. Officers located items of evidence corroborating the forensic interviews.

Susan Robinson arrived at the residence. Susan Robinson was interviewed, and the contents of her phone were obtained. The cellphone showed communications with Tonya McKnight from Friday, November 28th, 2025, at 3:15 PM. The picture showed the victim, duct taped with black duct tape, her hands and feet swollen, lying on the carpeted area of the living room. She advised that Tonya McKnight duct tapes Dominique Moody as punishment for many things, including stealing food. She suggested that Dominique Moody is forced to watchthem eat, and Tonya McKnight does not feed her every day, even though the house has plenty of food. She also advised that Dominique Moody is forced to sit in her soiled, urine and feces-filled diaper for days and days. This caused the extreme rash on Dominique's genitals and buttocks. This abuse/neglect was reported to have occurred for approximately 1.5 years.

Susan Robinson advised that Dominique is also forced to stay in dog crate in the living room. Dominique broke this dog crate several months ago and, since then, has been moved to sleep on the feces-filled bathroom floor.

Susan Robinson advised that Tonya McKnight leave her children with her and Tery'n McKnight regularly. Oftentimes, without telling them, she leaves the residence. Susan advised that she and Tery'n McKnight are responsible for the children, alone, multiple times month. Susan advised that she has seen Dominique Moody, duct taped, left without food, in soiled diapers, for days, and refused to assist, call 911, or report that abuse and neglect.

The children in the residence call Susan Auntie, and she admittedly provides care and supervision to them and sees and interacts with them daily, living in the residence.

Tery'n McKnight, Susan Robinson, and Tonya McKnight live in the residence and are the primary caregivers of the five children. The unkempt and inhospitable state of the residence, the children residing amongst rats and cockroaches, the children being bitten by rats, the residence's daily lack of heat, and the duct taping are well known to all three individuals.

Tery'n McKnight and Susan Robinson's failure to take any action to remedy the problems caused by Tonya McKnight shows reckless disregard for Dominique Moody's life, which ultimately caused her serious injuries, including the wounds from the rash on her genitals and buttocks, broken bones, scars, and burns. This also creates and allows for substantial risk of physical injury to the other children living in the household.

Based on these facts, request that warrant be issued for Tery'n McKnight, Susan Robinson, and Tonya McKnight for four counts of Misdemeanor Child Abuse and one count of Child Abuse Inflicting Serious Mental or Physical Injury.

Cedar's Take:

This is clearly a homicide. Why has the Mecklenburg County District Attorney not charged these three with murder or at least publicly addressed this child's death? Why did it take CMPD 3 days to obtain a search warrant? Why did nearly a week pass before the 3 were arrested. Where was the property owner, DHHS Child Protective Services and CMS Officials?

It is not clear if these are foster children or biological children.

Cedar Update:

The house where six year old Dominique Moody was found dead has apparently burned on Christmas Eve. Charlotte Firefighters arrived to find the home completely involved.

On Monday, Nov. 24, at approximately 5:44 p.m., CMPD officers responded to a hit and run with personal injury call for service in the 3500 block of Driftwood Drive.

Upon arrival, officers located a damaged 2011 Dodge Caliber and a damaged electric bicycle and its injured operator, Amber Caralexa Paris, 15. MEDIC responded to the scene and transported Ms. Paris to the hospital with life-threatening injuries. The unidentified driver fled the scene on foot.

Detectives with the Major Crash Investigation Unit, officers with the DWI Task Force and Crime Scene Search (CSS) responded to the scene to assist with the investigation.

The preliminary investigation indicated that the Dodge was traveling north on Driftwood Drive approaching Winterfield Place. Both vehicles entered the four-way intersection when the front of the Dodge struck the bicycle, ejecting Ms. Paris.

Officers were able to identify the driver of the Dodge as Julio Cesar Xocop-Vicente, 40. The suspect was arrested on Nov. 25.

Mr. Xocop-Vicente is charged with the following:

Felony Hit and Run

Reckless Driving

No Operators License

On Friday, Dec. 19, Ms. Paris succumbed to her injuries sustained in the crash and was pronounced deceased.

The Intersection of Driftwood and Winterfield Place

Mr. Xocop-Vicente was previously released on a $10,000 bail. He has not be re-arrested and at this time there is no outstanding arrest warrant. The Mecklenburg DA has already dismissed the driving without a license and is currently deciding if additional death by vehicle charges are appropriate.

From the CMPD Affidavit

On November 24, 2025, at 1752 hours, officers with the Charlotte-Mecklenburg Police Department, arrived at the intersection of Winterfield Place and Driftwood Drive, regarding a hit and run with injury. Multiple 911 calls were entered regarding a subject who fled the scene of a vehicle collision.

Officer arrived and located the juvenile victim (A.P.) with serious injuries, being treated by medical personnel on scene. An abandoned vehicle (the suspect vehicle) was located with heavy front center/windshield damage.

The vehicle was silver 2011 Dodge Caliber, VIN: 1B3CB5HA4BD204413. Bystanders reported that the driver of the vehicle was Hispanic male, and upon striking the victim, immediately fled the scene on foot.

Officers worked diligently, attempting to locate the driver. Video footage was provided by resident, which showed the listed vehicle, driven by the subject, at high-rate of speed northwest on Driftwood Drive, approaching the stop sign at Winterfield Place. The victim was operating an e-bike, northeast on Winterfield Place, approaching the stop sign at the intersection of Driftwood Drive.

Both the victim and subject failed to stop for the duly erected stop signs and collided, with the vehicle front center colliding into the victim.

The subject then exits the driver's seat and flees on foot. The driver was the sole occupant of the vehicle.

Located inside the vehicle was vehicle title, and leasing agreement for local apartment complex both with the address (3113 Girard Court, Apt 4). This address is in close proximity of the incident location. A cellphone was also located on the passenger floorboard, with the lock screen of small child.

On the lease agreement, was the name Julio Cesar Xocop-Vicente, who is known to officers for domestic violence case at the Girard Court location from 2022. Mr. Julio Cesar Xocop-Vicente is Hispanic male and the same vehicle was observed at his residence this summer via Body-Worn Camera Footage from few months ago.

An attempt to locate was completed at 3113 Girard Court, Apt 4, to serve an order for arrest against Mr. Julio Cesar Xocop-Vicente.

Officers were allowed consent to enter and blood was located on the living room mattress and sofa. Mr. Julio Cesar Xocop-Vicente was transported to the Eastway Division Office, where he was presented his Miranda Rights in Spanish, which he waived, agreeing to speak with I, (Officer C. Garcia P5508) certified Spanish-Speaking officer. At the conclusion of the interview, Mr. Julio Cesar Xocop-Vicente admitted to operating the listed vehicle on the date and time of the offense and colliding with the victim. Mr. Julio Cesar Xocop-Vicente advised he was afraid due to his immigration status and admitted torunning away from the scene.

The victim suffered two broken legs, severed artery causing internal bleeding, and serious injuries to various organs in her core. The victim was put into medically induced coma to assist with treating the injuries at this time.

Mr. Julio Cesar Xocop-Vicente is being charged with felony hit and run, reckless driving to endanger, and operating motor vehicle without license.

Cedar's Take:

The massive and sudden increase of unregulated "E-Bikes" in the hands of unlicensed inexperienced operators will present this city with the deaths of many more children unless Charlotte City Council takes action and CMPD enforces existing laws.

Illegal immigrants with no insurance and no driver's licenses add to the tragedy.

The DA's position on illegals with out driver's licenses is bizarre and is apparently founded on the misguided thinking that since they are not allowed to have a license it is not their fault.

Why was the perp not charged with no insurance, failure to stop at a stop sign?

Knowing full well that he is a flight risk why was the perp not taken into custody on Friday.

I need to give credit to Meck County Magistrate who did file notice with ICE and MCSO who held the POS until the clock ran out on December 3, 2025 at 0315 hours. ICE took a pass since he is currently not subject to a deportation order. He will be now.
