Garry McFadden Statement on CBP/ICE Operation Charlotte's Web

The Mecklenburg County Sheriff’s Office issued a statement regarding its involvement in Customs and Border Patrol operations in Charlotte after agents left the city.


In the statement, the sheriff’s office said operation “Charlotte’s Web” created “confusion, fear, and mistrust.” The message continued, saying that the MCSO had no part in the operations.

As we all know, the recent Customs and Border Patrol “Charlotte’s Web” operation created confusion, fear, and mistrust throughout Mecklenburg County. But let me be perfectly clear: The Mecklenburg County Sheriff’s Office (MCSO) played no role in causing that confusion.

That confusion stemmed from a lack of transparency, coordination, and communication and the rapid spread of incomplete or inaccurate information. Meanwhile, rumors and speculation have taken on a life of their own. And while others are guessing, the

MCSO is only dealing in facts when it comes to the CBP operation.

Here are the facts:

  • The MCSO did not assist, participate, coordinate, relay any information, or engage in any enforcement action, arrest, or operation
  • connected to “Charlotte’s Web”.
  • The MCSO has no information regarding the estimated 370 to 400 individuals detained or arrested under civil immigration authorities or criminal warrants.
  • No citizens or undocumented individuals arrested or detained for any civil immigration-related offense, or any criminal offense were brought to the Mecklenburg County Detention Center for processing.

The only communication MCSO received regarding CBP activity in Charlotte was a brief heads-up from federal officials that CBP personnel would arrive on Saturday, November 16th. Our agency received a follow-up message five days later that they would depart on Thursday, November 20th. Any other news that would be reported thereafter is false.

Immigration didn’t suddenly become an issue when CBP arrived in Charlotte. Our community has been grappling with immigration challenges since the day I took office in December 2018. Yet in the last several days, many people, including elected officials, advocates, and organizations, have shown more urgency than they have in the last several years. For those of us who have been continually fighting this fight, the struggle is not new. And to those who are just now realizing the weight of these issues, I welcome you to the conversation. I welcome you to the fight. If this recent experience opened some eyes, then I hope you are fully aware now and ‘woke’ to what our community has been facing all along.

The way CBP conducted “Charlotte’s Web” highlights a critical truth that both local and federal law enforcement agencies cannot operate in silos. Our leadership must be in consistent communication with one another to promote clarity and understanding.

When federal agencies act without coordination or communication, the public suffers. Half-truths flourish. Fear rises. Trust is broken. And as your Sheriff, I will not allow that to happen. Without hesitation, I am renewing a call for full cooperation, real collaboration, and consistent communication among all law enforcement partners, local and federal. Anything less is unacceptable, should be addressed, and not overlooked by others.

If CBP agents are indeed still present, whether conducting enforcement or simply carrying out administrative duties, I strongly urge them to communicate directly with the Sheriff’s Office. Our agency deserves clarity, not more chaos. The MCSO will continue to provide timely updates as more verified information becomes available.

Idiots Among Us - Kenneth Fuller

Can someone tell why this 11 time convicted habitual criminal who is awaiting trial on attempted murder and felon with a gun charges is still free on bond after being arrested for domestic violence and assault on a female last Thursday?

Arrested and charged for shooting into an occupied property and attempted murder his bail set at $20,000 then charged for being a felon with a gun he was released on an unsecured bail of only $5,000 with electronic monitoring. Which was apparently removed last month so he could find a job.

Or any of the other nearly 100 charges he been arrested for in the last 15 years?

CMPD's "Yay For Us" Fail

Cedar Says: The following may be too pedantic for some in this profound age of sound bites and text messages. Please you won't hurt my feelings by scrolling on. But for those who aren't incumbered with the attention span of Dipterid Nematocera (Gnats) this requires a long post to give you an understanding of the how and why CMPD efforts often go unrecognized. 

Saturday afternoon CMPD's Public Information Office decided to post the following "Yay Us" statement on "X".



Dai'Quan Mills and Devire Lavelle Davis

On Nov. 7, at approximately 9:33 p.m., Steele Creek Division and Southwest Service Area Crime Reduction Unit (CRU) officers responded to the 400 block of Tyvola Road in reference to a suspicious person call for service.

The reporting person stated they observed two males dressed in all black, wearing black ski masks who appeared to have handguns walking eastbound on Tyvola Road towards the McDonalds. Officers detained the two subjects and completed a weapons frisk, locating a Glock 17 handgun on each subject.

One subject refused to provide identification to officers. Upon further investigation, officers matched the subject’s electronic monitoring device to known offender Dai'Quan Mills, 18, who had been arrested less than three weeks earlier for possession of a stolen firearm.

Devire Lavelle Davis, 19, and Dai'Quan Mills were arrested and charged with:

· Carrying A Concealed Gun
· Resist, Delay, Obstruct

This case highlights not only outstanding police work, but also the critical role of the See Something, Say Something principle. 

Thanks to a community member’s report of a suspicious individual, officers were able to intervene and potentially prevent criminal activity by known repeat offenders.

Now that is great police work!

But why isn't CMPD telling the entire story?

This is a really weak "yay for us". Yes CMPD Officers stopped a potential robbery or worse. But..... What they aren't telling you is that Dai'quan Mills was arrested on October 22, 2025 for:

POSSESS STOLEN FIREARM

He was released 14 hours and 22 minutes later on an unsecured bond.

Then he was arrested again (the above arrest) on November 7, 2025 for: CARRYING CONCEALED WEAPON RESISTING PUBLIC OFFICER Unbelievably Mills was again released this time 2 hours and 21 minutes after being processed and on another unsecured bond despite violating the terms of his release from the October 22 arrest! But guess what? The story doesn't end there. Dai'quan Mills was arrested again on November 13, after the "yay for us" arrest as noted by CMPD above and charged with 16 counts of discharging a weapon into occupied property conspiracy and more. While in custody Mills was then connected to a second shooting. He is now being held on a bond of $5,300,000.00.

But there's more

His brother Dav'ion Mills is also wanted in connection with the shootings and has yet to be arrested because he was also released on an unsecured bond on November 11 after being arrested on drug charges!

Only by God's Grace was the loss of life during these crimes avoided and CMPD is still connecting the dots to other possible crimes. 

Magistrate Judges need to removed and the entire system scraped. 

Releasing criminals arrested on weapons charges with an unsecured bond is nonsensical. 

Releasing criminals with pending charges and violating the conditions of their prior release on unsecured bond is insane.

Doing so puts the public at risk and requires VCAT to track down and arrest the offenders. This puts Officers at risk as well as the public.

Dav'ion Mills is still "on the loose" and should be considered armed and extremely dangerous.

Devire Lavelle Davis was also released on an unsecured bond and has not been charged with any additional crimes at this time.



CMPD Arrest Affidavit

On 10/20/2025 at approximately 1113 hours, Officers with CMPD responded to shooting into occupied property CFS. Officers confirmed the residence at 4043 Redwood Ave. had been shot into multiple times

Officers met with (Jessica Russell) at the residence, who advised her mother's house was shot up this morning Russell stated she was called by her son (Malachi Perkins 09/26/2010) at approximately 0320 hours frantic Russell states she left her job at the airport and drove to pick up her kids because they heard a bunch of gunshots. Russell advised her mother was already gone to work at this time. Russell did not have an explanation for why the delay in reporting the shooting

It is believed as of now, that both Malachi Perkins and his brother (Jeremiah Benton 08/28/2001) were inside the residence when it was struck by gunfire. 

No other 911 calls for service came in this morning for shots fired

Russell stated she believed this was over an ongoing issue her son has with several other boys from last year Russell advised it stems from fight Malachi had with (Cameron Hamilton) and the murder of Avion Dingle Russell states the only person Malachi told her about recent issues was with boy on Instagram with the handle (QSOS_doginndaroad). 

Russell informed she planned to go through her sons phone today to see what kind of messages he has had with other people Malachi was not on scene and currently goes to East Meck High school. 

Malachi does not have much of criminal history and was involved in fight with Cameron Hamilton (20250306-1302-00). 

That case was placed into juvenile diversion status. Malachi does not have any other history or KBCOPS reports documented.

Crime scene responded to assist in processing the scene.

Approximately (34) 9mm DCC's were collected from the roadway and grassy area. live cartridges and one projectile were also recovered. (2) unoccupied vehicles were struck by gunfire, and the residence was struck approximately 12 times. 

No injuries were reported.

Vehicles struck: 1) Chevy Cruze (KMW 7524) driveway of 4043 Redwood Ave. 2) Silver Camry (TFE 4256) driveway of 4029 Redwood Ave.

A possible witness at 4050 Redwood Ave. stated they heard the shots and saw two individuals jumping into light-colored Malibu older model speeding off. That witness was not on scene but contacted his dad who was on scene. The witness indicated the Malibu was parked near light post two houses down from the incident location.

The residence at 4033 Redwood Ave. does have camera that faces where the suspect vehicle possibly parked We spoke with the homeowner who advised the video is hardwired and he lost power this morning and was unable to record. No other possible witnesses or video were located at this time to assist in the investigation.

received two different emails for unconfirmed IBIS/NIBIN leads related to the DCC's in this case. began to review the findings made on the first report noted (20251020-0755-03). This case had been assigned to Det. Johnston with Hickory Grove Division. spoke to him regarding the findings in his case

The victim in this case had tracked his stolen vehicle with an Apple air tag to 1525 W. Arrowood Rd. where he located his vehicle parked and abandoned. 

The vehicle was 2021 Kia Forte NC registration (VFT 9946). The
vehicle is also white in color. Crime scene did process this vehicle at the time of the recovery and technician(Zay #3420) has uploaded his notes.

The vehicle had been stolen on 10/20 at approximately 0207 hours from the PVA of 7249 Point Lake Dr. The complex does not have cameras, but the victim was able to send video of the vehicle being driven away. 

Through that investigation they were able to track the vehicle on several cameras documented on that report. There were also several credit card transactions.

Det. Johnston was able to identify one of the male suspects as (Davion Mills 01/14/2009) and has already charged him with Larceny of Motor Vehicle and Felony Conspiracy. 

Det. Johnston was unable to identify either of the other two suspects who never removed their face coverings.

Video had been uploaded to AXON on that case file when the suspects utilized several stolen credit cards from the vehicle. The video showed there was suspects in the stolen vehicle at the time of the cards being used. The time stamp for the video appeared to be shortly after the reporting SIOD on Redwood. reviewed the BWC from the recovering officer in the stolen motor vehicle case. Officer Kahn had met with the victim (Cristian Mora) at 1525 W. Arrowood Rd during the recovery. 

The vehicle was parked in parking spot near power box on the west side of the property. 

went to the location which is the (Woodford Spring Suites Hotel). While driving around the property noted several exterior cameras facing the PVA. noted one that was pointed directly at the parking area in which the suspects left the vehicle. spoke with the hotel staff who gave permission to look through the video footage.

Unfortunately, their system only retains video for 48-72 hours before it begins to delete. There was no footage of the incident that occurred days prior

The second NIBIN lead was in reference to gun that was seized during JADE operation at the residence of 4100 Strangford Ave. The NIBIN was in relation to 9mm Luger Glock that was seized and 9mm DCC's to the
SIOD at 4043 Redwood Ave

On 10/22/2025 Officers with JADE executed search warrant at the residence of 4100 Strangford Ave. 

The complaint numbers associated to those findings is (20251022-1253-01). JADE had assisted with an investigation(20250922-0729-00) where firearm was stolen during an LFA. The suspects identified in that investigation were Dai'quan Mills (07/05/2007), Dai'vion Mills (01/14/2009), and Raekwon Redden (08/24/2009)

-Black Beretta PX4 Storm 9mm handgun serial number PK41301 (located in vent of bedroom 2)

Inside the bag was black Glock 17 Gen 9mm handgun serial number SCY895 w/ Solofish SL-1108 light that was reported stolen reference CMPD case 20250922-0508-00. (Dai'quan Mills observed throwing this bag). *** This gun returned NIBIN led to DCC's from the SIOD scene

Currently several Detectives are looking through the data for additional evidence

received an additional NIBIN lead for this case. It was in relation to firearm seized (20251107-2125-03) from the person of (Dai'quan Mills 07/05/2007) The initial lead indicated the gun matches DCC collected from the stolen vehicle (20251020-0755-03) and DCC's from the SIOD on Redwood. This is also. the second gun now (Dai'quan Mills) has been in possession of that matches DCC's from this incident

Forensic Analysis request comparisons have been completed for all three firearms at this point

It is reasonable with all the evidence, Dai'vion Mills being identified in the stolen vehicle shortly after the SIOD
firearms coming from the residence of both Dai'vion and Dai'quan Mills (2 days later), and an additional collected from the person of Dai'quan:: that they're two of the three suspects responsible for the shooting at 4043 Redwood Ave.

Investigation Notes *** While reviewing the diagram made by Crime Scene Pollock, it appears you have three different shooters based
upon the amount of DCC's and location of them. Shell casings were in the grassy area across the road in the yard possibly from where the driver exited. And the others were clumped together from the passenger side of the vehicle. While reviewing the video footage from the gas station collected by Det. Johnston, the suspects also get back into the vehicle on the passenger side.

Crime Scene Technician Pollock's report indicated the house was struck approximately 15 times by gunfire.

Charging Info: Warrants will be sought for both Dai'quan and Dai'vion Mills for Discharging Weapon into an Occupied Dwelling x15, Felony Conspiracy and Damage to Property.

Elvi Javier Turcios-Munoz age 30 apparently decided he didn't like his girlfriend Vivian age 23 being on her phone, so he choked her and broke her $1,100 iPhone.

Bonus points now November 19, 2025 he has won the attention of ICE and is under an ICE Detainer. "The pendency of ongoing removal proceedings against the individual and poses risk to national security, border security, or public safety."

That's one way to get rid of an unwanted boyfriend.


Billy Graham Traffic Stop

The Reverend Billy Graham had arrived back home in Charlotte at the Charlotte Douglas International airport.


There, curbside, a long white limousine waited for him. 

Dr. Graham greeted the limo driver and admiring the Cadillac he asked the driver if he would mind if he drove the car himself.

Since it was Billy Graham, the driver said of course not he would not mind at all and with that the driver climbed into the backseat and Dr. Graham got in up front and off they went with Dr. Graham driving.

It wasn’t long and they’re going down of all things the Billy Graham Parkway. Unfortunately, the good reverend was driving pretty fast when a CMPD Rookie Officer clocked the Cadillac doing better than 80.

A minute later the Cadillac was pulled over on the side of the road. 

The CMPD rookie walked up to the driver‘s window as it rolled down, and he was kind of surprised to see it was none other than the famous preacher Billy Graham.

Dr. Graham handed over his drivers license to the rookie and from the backseat also came the registration and proof of insurance.

The Rookie Officer told Dr. Graham he would be right back and went to his patrol unit. There he called his sergeant on the radio

“Sarg I got a little situation here, now I know you told me don’t cut any slack, everyone gets a ticket, even VIPs, but I don’t know what to do with this one."

The Sargent says “well what’s the problem?”

The Rook radios back “Sarg I think I better let this one go because I think I’ve just pulled over God!”

The sergeant somewhat annoyed says “what in the world makes you think you’ve pulled over God?”

The Rookie Officer responds, "I can’t really say for sure because the windows are all blacked out, but he’s riding in this big white caddy limousine and Billy Graham is driving, who else would it be?"

How I Ended Up In Jail - "Diddin Du Nuffin"

Let me be clear about this: all I did was run a stop sign. That's it.

I ran a stop sign. I mean, I guess I'd also had a few beers. Sure. How many? I don't know. I honestly can remember.

But apparently the cops here don't have much to do. And believe me, I'm sorry if I didn't notice the lights flashing and just kept going a few blocks, maybe even speeding a little. 

But so what? I would had stopped like the good citizen I am if I'd seen them. I know for sure I wasn't doing no 130 miles per hour.


And of course, just my luck, or maybe theirs, I lost the back end of the Lincoln around a tight corner, and the car skidded off the road and lightly bumped into an ice cream truck, making all this ice cream spill out on the hot asphalt and start melting—which was kind of funny in a way, but that was also a big fat Destruction-of-Property charge, on top of Reckless Endangerment, DWI, running a stop sign, etc, etc.

Anyway, I didn't have any pants on—apparently illegal in this county, but not Union County, where I'd just come from. Another ticket there. 

That and the car didn't have tags, and I had no insurance to drive it, how am I supposed to know the car didn't have insurance, it wasn't my car so its not my fault. But you wouldn't think that mattered since the car was stolen, but you know these cops, no tags or insurance is a cash cow, and they're gonna go ahead and write the ticket.

If I could have afforded a good lawyer, I could have gotten off on that one, but suddenly the cop pulls his gun all Dirty Harry-style and tells me that dispatch tells him that the car was used in a bank robbery in South Carolina just the week before, and I'm like, Whaaaaaaaat?

Then they bring the dogs in and it didn't help my story that they found ten grand in marked bills and a brick of Mexican weed stuffed beneath the passenger seat. I made a good point that if I'd known about all that cash I'd sure as hell be drinking better beer than the Bull, which I proved to him I'd been drinking by showing off my empties in the glovebox and floorboard, but I regretted that decision immediately because out of the glove box falls a handgun that was, in fact, mine, and a stack of Polaroids that I don't want to talk about.

The cops, figure out about some unpaid parking citation or something from two years ago that they could still legally bust me for—even though, I mention again, the car was stolen, meaning the ticket was not technically mine—but damned if they care. 

They're just plain giddy writing tickets like kids heaping sprinkles on ice cream. Then there comes this thumping from the trunk and a couple minutes later they've wrenched the trunk open and out comes this bank teller who's apparently been tied up back there for a little while.

I mean, shit. What are you gonna do?

Anyway, the bank teller is this close to death from exhaustion and dehydration, and as they're putting him in the ambulance, he (of course) looks at yours truly and says: "That's the guy," which could have meant anything, really—it could have meant that I was just a nice guy, but before he can clarify he looks up to heaven and dies, and so then the cops start debating if it's homicide or manslaughter I'm in for, which made me furious.

First off: I wasn't the guy. All I did was run a stop sign. A stop sign partially obscured by an overgrown bush. Second—and a good lawyer could have pointed this out to the judge—how could someone who's been hogtied in a trunk for a week, no food, no water, sit right up and know the face of the guy who put him there?

It just doesn't add up. Not that anyone cares. Legal system is screwed up, man, that's just the way it goes.

Olvin Calero Martinez - Incarceration Saves Lives

Charlotte, NC - On Monday November 1, 2025 Olvin Calero Martinez, succumbed to injuries sustained last week after he was stuck by a pickup truck on Eastway Drive, he was 45.

Mr. Martinez was an illegal alien from Honduras previously deported with more than 2 dozen recent arrests in Mecklenburg County.


Mr. Martinez was last arrested on July 30, 2025 and despite a "IMMIGRATION DETAINER NOTICE OF ACTION" and a "final order of removal" he was ordered released by Judge Roderick Davis on October 23, 2025.

11 days later on Monday, Nov. 3, 2025, at approximately 6:07 a.m., Eastway Division officers responded to a vehicle crash with injuries call for service in the 2900 block of Eastway Drive.

Upon arrival, officers located a Chevrolet Silverado with front end damage and pedestrian in the roadway. MEDIC transported the pedestrian to the hospital with serious injuries. 

The driver of the Chevrolet, Guadalupe Garcia Martinez, 44, remained on scene and cooperated with the investigation. No charges are expected against the driver Mr. Martinez.

Cedar's Take: Incarceration saves lives.

The costs of Mr. Martinez's visit to the US are immeasurable, but clearly in the thousands perhaps more than $100,000 over the course of 3 years.

ICE and CBP In Charlotte and Democrats Find Jesus (Hay-Zeus)

A funny thing happened on Tuesday November 11, 2025 at 16:30.....

Leonidas Ismael Alpirez-Ambrocio was arrested on drug and weapons charges. (CMPD Affidavit Below).

His bond was set by Mecklenburg Magistrate Stanley at just $50,000.00. Somewhat low for someone who can't prove his resident status and is arrested on 3 felonies. As they say he's a considerable flight risk.

The following morning he makes a court appearance before Judge Keith Smith and was given a court appointed attorney but his $50,000 bond requirement is left intact. An hour later he is returned to jail.

Then on Wednesday word began to circulate that Charlotte was being targeted for a direct action by ICE and Customs and Border Protection. 

By Thursday both Mecklenburg County Sherriff Garry McFadden and Mayor Vi Liles had issued a statements about the "rumors" and doubling down on their non-cooperation with ICE stance.

At this point Alpirez-Ambrocio has managed to rise enough cash to spring him from the Bote aka Jail.

Then a revelation or a they say someone had a "epiphany" maybe Leonidas Ismael Alpirez-Ambrocio is an illegal alien and should be held for ICE and CBP, or perhaps CMPD and the MCSO found Jesus? Or at least "Hay Zeus". 

Either way in a rare moment of clarity that someone at the MCSO decides maybe we should hold this guy.

A form AOC-CR-663 (CONDITIONS OF RELEASE FOR PERSON WHOM JUDICIAL OFFICIAL IS UNABLE TO DETERMINE TO BE LEGAL RESIDENT OR CITIZEN OF THE UNITED STATES) is filed.

Others then also agree maybe they should hold Alpires-Ambrocio.

At 5:08 PM Alpirez-Ambrocio posts bail with the help of friends and a bail bondsman.

Minutes later at 5:30 PM a second warrant is issued with 12 additional trafficking charges.

At 9:30 PM that warrant is served and Alpirez-Ambrocio is again processed by MCSO.

At 11:32 PM Magistrate Stokes issues another bond order this time denying bond and ordering that Alpirez-Ambrocio be held until this morning at 10:00 AM.

As of this morning Friday November 14, 2025 Alpirez-Ambrocio remains a guest at the McFadden Hilton. His status can be found here.

It seems that perhaps Alpirez-Ambrocio will be turned over to ICE in the spirt of cooperation?

A pawn offered up by Garry McFadden and Vi Lyles.

Clearly had ICE not been on the move this drug trafficking felon would already be back on the streets and perhaps making a run for the border.


CMPD Affidavit

On November 11, 2025, Detective Rodriguez, assigned to the Charlotte-Mecklenburg Police Department, was continuing narcotics investigation targeting Leonidas Ismael Alpirez- Ambrocio, known individual connected to trafficking cocaine. Alpirez, born on September 14, 1994, had been under investigation for his involvement in cocaine trafficking activities in the

area. On this date, detectives observed Alpirez leaving his residence located at 4337 Dowling Drive. He entered the driver's seat of Silver Ford F150 pickup truck, bearing North Carolina license plate VHP2386. Based on the ongoing investigation, detectives decided to initiate traffic stop

and take Alpirez into custody in connection with prior cocaine trafficking offenses. At approximately 4:13 pm, the vehicle was pulled over, and Alpirez was taken into custody without incident. During the stop, officers observed Ziplock baggie, visible from outside the vehicle, near the driver's door panel. This provided the officers with probable cause to conduct search of the vehicle. 

Upon further inspection, the search yielded approximately 0.6 grams of cocaine, along with several clear plastic baggies commonly used for packaging drugs, which were found near the center console. Following the vehicle search, Alpirez was asked for consent to search his residence. He provided written consent to search his home at 4337 Dowling Drive. During the search of the residence, officers recovered 483.9 grams of cocaine, along with digital scale found on the top shelf of bedroom closet. 

Additionally, in the master bedroom, officers located .45- caliber handgun stolen from Winston Salem NC (Serial Number: T6368-24AB03417). 

At the conclusion of the investigation, Alpirez was read his Miranda rights. After being advised of his rights, he willingly confessed to all charges, claiming ownership of all the narcotics, drug paraphernalia, and the firearm recovered during the search.

NOTE:

Y'all stop cracking on the grammar and spelling errors these Officers and Detectives are working with some pretty old equipment. Some of these errors are created because the program that up loads the reports is via a document scanner and not direct data. At least one scanner hasn't been cleaned in months and creates lines on the uploaded document. When the computer editor tries to upload the transcript it will scramble the sentences because of the lines on the PDF. (Could someone get some Windex and clean the scanners?)
