According to CMPD, they have arrested a man wanted in connection with the “brutal” sexual assault of a woman late Friday and early Saturday northwest of uptown.
Local news reports say first ID'd the perp as Wayne Wilson then went on to report: "The victim was walking from Tuckaseegee Road and Glenwood Drive when a stranger approached her near the 3800 block of Glenwood Drive, Charlotte-Mecklenburg Police Sgt. Alli Rooks said in a CMPD video interview on Twitter.

Soon after the stranger struck up a conversation with the woman, “the victim was brutally, physically attacked and then sexually assaulted,” Rooks said. “She was able to get away from the (assailant) and report the incident,” Rooks said. The victim was treated at a hospital, according to the sergeant.
Sexual assault detectives responded to the scene, along with patrol officers, and canvassed the area. Police “developed a person we would like to speak to” who closely resembles the description of the assailant provided by the victim, Rooks said. CMPD described the suspect as Black, 5-feet-5 to 5-7, skinny, with medium-brown skin, brown eyes, a mustache and a goatee and low-cut hair.
He wore faded brown jeans, a white-and-blue T-shirt under a red hoodie, and black shoes, police said. He’s “potentially missing a few teeth on the top or the bottom,” Rooks said. Police stepped up patrols in the area, according to Rooks. Just before 5 p.m., CMPD Metro Division officers found a man matching the assailant’s description, according to a CMPD news release.

Officers identified the man, 29-year-old Octavius Wayne Wilson, as a person of interest and took him to police headquarters for questioning. Wilson was arrested and jailed on charges of first-degree rape, first-degree attempted sexual offense, kidnapping, sexual battery and assault on a female."
Cedar Posts is assuming that "Wayne" is an alias and the his real name is Octavius Deandra Wilson.

On September 13, 20221 Wilson was arrested and charged with Assault with a Deadly Weapon and two counts of Attempted 1st Degree Forcible Rape. He was released on September 30, 2021 on an unsecured bond.

On April 26, 2022 Wilson was arrested and charged with Assault Inflicting Serious Injury. He was released on June 10, 2022 on an unsecured bond.

On September 16, 2022 Wilson was arrested and charged with Assault with a Deadly Weapon and Attempted 1st Degree Forcible Rape. He was released on October 5, 2022 on a minimal bond of $10,000.00 meaning he somehow raised $1,000.00 with the help of a bail bondsman and a promise to appear for his court date of January 4, 2023.
This is once again a flaming example of bail reform gone wrong. Liberal judges and magistrates releasing violent felons and a Mecklenburg County DA who is impotent and incompetent.
Cedar Update: This week Mecklenburg County Judge Tracy Hewett reduced the Wilson's bond from $2 Million set by a Mecklenburg County Magistrate to $50,000.00 despite a prior attempted rape charge and recent history of failing to show up for court.
Meaning if he can find a bail bondsman stupid enough to "front" the bail and can raise the 10% usually required by the bail bondsman his happy ass will be back out on the streets again.

CMPD arrested Wilson last year for reportedly trying to rape a different woman in the same general area. At that time, a judge ordered Wilson to electronic monitoring and granted him a $20,000 bond. He eventually made bond by raising the required $10,000.00 and was released from custody, but court records show Wilson missed a court appearance tied to his prior charge in August 2022.
Instead of raising his bond, court records show Judge Carla Archie, who won re-election unopposed Tuesday night, set his new bond for the 2021 attempted rape and connected assault with a deadly weapon charge to a combined $10,000.00 actually lowering the bail amount. Wilson bonded out on October 5, 2022.

According to sources Meck DA Attorney Spencer Merriweather did not object to the lower bail amount but then told WSOC that prosecutors continue to relay concerns to judges about violent offenders given low bonds.
"I think the community is right to have the expectation that whenever someone commits a serious violent crime that that person is held in custody," Merriweather said Wednesday. "Often it’s our responsibility to be a voice for (victims) and you can’t help but feel their level of angst."

While Merriweather said he can't talk specifically about any case, he said the practice has the potential to discourage victims from cooperating.
